Should I Stay or Should I Go? A Small School Board Faces a Tough Facilities Decision

This case embryo describes a complex strategic decision scenario faced by a local school board. Do they continue to rent their current building which meets their needs but which is about to have a new owner and several new and difficult tenancy obligations, or do they purchase a newly-available building that would give them some future security and independence but which would require much remodeling and many changes to their current operations? Both options involve significant risks and tradeoffs.
